Bill J. Lillard

Bill J. Lillard was president of Central State University—now the University of Central Oklahoma—from 1975 to 1992. A two-career man, Lillard previously served as superintendent of the Oklahoma City Public Schools.

A pioneer in the use of educational media, Lillard was director of Educational Television and Radio for the Oklahoma City schools. During his tenure at UCO, new master’s degrees in psychology and instructional media were added, a unique program in forensic science was approved, and new courses in computer science were offered. The campus was enlarged, and new parking lots sprang up to accommodate commuters. Lillard was inducted into the founding class of the Oklahoma Higher Education Hall of Fame in 1994.
